Introduction
The American Red Cross Mission Statement
The American Red Cross, a humanitarian organization led by volunteers and guided by its Congressional Charter and the Fundamental Principles of the International Red Cross Movement, will provide relief to victims of disaster and help people prevent, prepare for, and respond to emergencies.
Fundamental Principles of the International Red Cross Movement
- Humanity – It is committed to people and their well being and dedicated to caring for those who suffer
- Impartiality – It makes no discrimination as to nationality, race, religious beliefs, class or political opinions. It endeavors to relieve the suffering of individuals, being guided solely by their needs, and to give priority to the most urgent cases of distress.
- Neutrality – In order to continue to enjoy the confidence of all, the movement may not take sides in hostilities to engage at any time in controversies of a political, racial, religious or ideological nature.
- Independence – The movement is independent. The national societies, while auxiliaries in the humanitarian service of their governments and subject to the laws of their respective countries, must always maintain their autonomy so that they may be able at all times to act in accordance with the principles of the movement.
- Voluntary Service – It is a voluntary relief movement not prompted in any manner by desire for gain.
- Unity – There can be only one Red Cross society in any one country, it must be open to all. It must carry on its humanitarian work throughout its territory.
- Universality – The international Red Cross movement, in which all societies have equal responsibilities and duties in helping each other, is worldwide.

The Cornhusker Chapter First Aid Team
It began with a Husker home football game in 1929 and has grown to serve hundreds of community events each year! You are a member of a very unique and amazing team of men and women who are trained to provide first aid and medical care at a variety of venues throughout the city of Lincoln, Nebraska.
The American Red Cross Cornhusker Chapter First Aid Team provides patient care at the level of Basic First Aid, CPR/AED and the level of Emergency Medical Responder. We are governed by both the National American Red Cross standards and by our State of Nebraska license as a “Basic Life Support - Out of Hospital Non-Transporting Agency”. This manual is your guide to being a successful Red Cross First Aid Team Member. In includes the policies, expectations and responsibilities of First Aid Team Members and information about specific First Aid Team Venues. Be sure to read it carefully. As a First Aid Team Member you are expected to be familiar with the information in this manual and to use it as your ongoing guide and reference. Membership In addition to the standard requirements to be an American Red Cross (ARC) Volunteer, First Aid Team members are required to meet and maintain the following eligibility requirements.
Age ARC First Aid Team Members must be 18 years of age or older ARC First Aid Team Youth Members must be 15-17 years of age (limited Youth Members positions available)
Certification Requirements All First Aid Team Members must hold current certification in American Red Cross First Aid and Adult/Child/Infant CPR/AED for the Professional Rescuer OR Current certification in Standard First Aid and Professional Adult/Child/Infant CPR and AED training certification approved by the American Red Cross AND Annual certification in American Red Cross Preventing Disease Transmission/Blood Borne Pathogens OR proof of annual certification from an American Red Cross approved agency/organization. If your certification from another agency is for more than a one year period, you are required to obtain ARC certification in Preventing Disease Transmission/Blood Borne Pathogens to meet the annual certification requirement.
In addition to the certification requirements listed above, First Aid Team Licensed Provider are required to hold current certification in Oxygen Administration and Epinephrine (Epi-Pen) Training.

Certification Maintenance
It is each volunteer’s responsibility to keep all required certifications current. The ARC Response Specialist will monitor certification expiration dates. If at any point your required certification(s) (see Eligibility Section) expire you will not be able to serve as a First Aid Team Member at any venue or event where the ARC First Aid Team is providing medical care. You will still be considered an ARC Volunteer and can volunteer in other capacities at the chapter, but you cannot function in a medical care capacity as a representative of the First Aid Team.
First Aid Team Certification Courses ARC’s Health and Safety Department offers First Aid related courses throughout the year. Dates and times are posted on the ARC Cornhusker Chapter website ( http://www.cornhuskerredcross.org/Take_a_Class.php). The fees for each course vary depending on the materials required for the class and your membership status.

First Aid Team Membership Status
Active First Aid Team Members are those who have met the participation requirements (see below). Class Fees are waived for classes taken to maintain certification.
New Active First Aid Team Members are those who are serving their initial 12 months. Fees are waived for classes taken to maintain certification.
Inactive First Aid Team Members are those who have not met participation requirements during a 12 month period. 50% of class fees are waived. If participation requirements are not met for 2 consecutive 12 month periods, the First Aid Team Member will be removed from the Team.
Participation Expectations
Participation expectations are designed to help Team Members stay current with skills, be aware of new procedures and or changes requested by our customers.
Adult First Aid Team Members are expected to work at least 10 events or 50 hours per 12 month period.
Youth First Aid Team Members are expected to work at least 5 events or 25 hours per 12 month.
Hours spent taking certification classes and hours spent on non-medical projects at the Chapter cannot be applied to the 50/25 hour requirement.
If for some reason you are not able to fulfill this requirement, please discuss your situation with the ARC Response Specialist. Other options may be available to you.

New Member Orientation
ARC Staff will conduct New Member Orientation on the third (3rd) Monday of each month. New Team members are required to attend an Orientation to be eligible to sign up for events.
The two hour Orientation includes: • Overview of Medical Protocols • Facility Tour • Credential/Certification review & verification • Uniform Shirt Purchase • Event Sign Up Instruction • Radio Use Instruction • Issue Team ID Badge
In addition to the New Member Orientation, Venue Coordinators and Leaders will assist new First Aid Team Members as they become familiar with their responsibilities at specific venues and events.

First Aid Team Uniform Volunteers are the most visible representatives of the American Red Cross. It is important that our members wear approved uniform to all events so that our Team has a professional appearance that facilitates easy identification and recognition. The uniform is designed to be basic, affordable, and flexible while presenting a professional image.
Personal Appearance & Hygiene Team Members are expected to present a professional image to the public when working an event. Clothing is to be neat and orderly. Body odors, including strong perfume and aftershave lotion are not appropriate.
ARC Issued ID Badge Your Team ID Badge is a required part of your Uniform. No other ID Badge is to be worn by a Team Member while serving on a ARC First Aid Team at a Venue or Event. Members who have current certification as a Team Licensed Provider will have the words “Licensed Provider” printed below their name. Team Members are not to affix stickers or pins, or write to their ARC ID Badge.
If you have an ARC ID Badge that does not conform to the above standards it is obsolete and must be replaced. The ARC ID Badge is the property of the American Red Cross.
Shirt A short sleeved white knit polo with a Red Cross screen printed on the back and additional logos on the front of the shirt. This shirt can only be purchased through the chapter. The Team Uniform Shirt cost between $20 – 25 depending on size and current market pricing. New team members are required to purchase their shirt. You may purchase extra shirts if you wish. Unless otherwise specified the approved shirt must be worn at all Red Cross events where you are working in the capacity of a Team Member.
If your shirt becomes stained, faded or otherwise unprofessional looking you may “trade in” your shirt for a new shirt at no additional cost to you. The “old” shirt must be returned.
Members may also purchase an approved long sleeved polo, sweatshirt or jacket. These garments will have the same markings as the short sleeved white polo. Contact the ARC Response Specialist if you are interested in these additional uniform items.
Pants Navy blue or black pants and navy blue or black shorts (no more than 2” above knee) are approved for Team Uniform. No denim jeans (unless otherwise specified). Many of our Team Members purchase EMT style pants with additional pockets for storage. Remember you will get dirty, don’t wear your “best” or most expensive dress slack. Be comfortable and professional.
Shoes Tennis shoes that are clean and in good condition are encouraged at events where you will be standing or walking and weather appropriate for your safety and comfort. No open toed shoes or sandals. If you will be outside in snow, heavy work boots are acceptable. Please note some events require specific shoes, additional information is located in the events/venue section.
Vests A reflective sleeveless vest is required at some events. Vests will be issued to you by the chapter. Specifics on wearing of vests are located in the events/venue section. The ARC vest is the property of the American Red Cross.
Hats Hats are an optional part of the uniform. Baseball style hats are available with the Red Cross logo or a plain hat (unlabeled- white, red, navy blue or black) at outdoor events. Hats are not approved for indoors venues. Always remove your hat during the playing of the National Anthem.
The short sleeved uniform shirt and the optional ARC jacket are somewhat sheer, and only plain garments are to be worn underneath. Do not wear garments with patterns, advertising, writing, graphics or drawings of cartoons. The long sleeved sweatshirt or jacket can be under layered with solid white, red or dark blue or black garments.
First Aid Team members are not allowed to wear American Red Cross uniform attire outside of volunteering for an event/venue.

Volunteering for Events
A First Aid Team includes at least one (1) First Aid Team Licensed Provider and one (1) Basic First Aid Team Member. Event Coordinators must be a First Aid Team Licensed Provider. A Coordinator will always be identified at each event.
How to Sign Up for an Event ARC First Aid Team Members are required to sign up for events by using an approved method. It is not allowed to simply show up for an Event. The ARC Response Specialist will keep the Event Calendar up to date. The times listed on the Calendar are Team arrival times.
To sign up for an event use the online event sign up form located at the bottom of the ARC First Aid Team Calendar web page: http://www.cornhuskerredcross.org/First_Aid_Calendar.php or email the ARC Response Specialist directly. Informing an Event Coordinator or Leader that you want to work an Event is not a substitute for signing up for an Event.
The ARC Response Specialist will verify Team Member’s are qualified to work an Event and post volunteer’s name in event details on the online calendar. Coordinators are expected to review the calendar prior to an Event to see who has signed up. Team members are encouraged to check the calendar to make sure they are on the event roster.
Priority Events Some events will be designated as Priority Events. Those include large concerts and other popular events where the number of volunteers is expected to far exceed the number of available volunteer slots. The ARC Response Specialist will select First Aid Team Members for Priority Events based on:
• Volunteer’s Experience & Certifications • Volunteer’s 12 month history in general as well as their history of working unpopular events and history of responding to last minute requests
Cancellations & Schedule Changes In the event that you must cancel service please contact the ARC Response Specialist at least 24 hours before the event. Random cancellations leave the Team vulnerable to short staffing and inability to fulfill our mission.
The Coordinators or the ARC Response Specialist will immediately notify you via telephone if an event has been modified as to time or place, or if it has been cancelled. Please contact the Coordinator or the ARC Response Specialist for event updates if there are any questions.

Carpooling
The ARC Response Specialist coordinates carpool transportation from the Red Cross Chapter office to events that require large First Aid Teams, like Memorial Stadium. You must notify the ARC Specialist by email no later than 24 hours prior to an event if you need to carpool. Departure times will be emailed to those who have requested carpooling.
It is not appropriate to bring guest, including spouses, children and others with you to your First Aid Team assignment. Doing so will result in your dismissal from the Team

Leadership Responsibilities Station / Team Leader
The ARC Response Specialist will maintain a list of Team Members who are eligible to serve as Station / Team Leaders. Venue/Event Coordinator can assign a Station / Team Leader from the approved list to perform supervisor responsibilities at a First Aid Team event.
A Station / Team Leader may be in charge of the event in place of or under the supervision of the Event Coordinator. The Event Coordinator must notify the ARC Response Specialist when assigning a Leader to serve in the Coordinator’s absence.
Eligibility Requirements • Must be a Team Licensed Provider. • Must have worked at least 50 hours (or 10 events) as a Team Member (similar experience may be considered per ARC Response Specialist review and approval) • Holds a current certification in American Red Cross CPR/AED for the Professional Rescuer • Holds a current American Red Cross Oxygen Administration for the Professional Rescuer certificate or recognized equivalent. • Be able to function effectively and meet all responsibilities in this role
Leader Responsibilities • Organize, assign & supervise First Aid Station & Team Members. • Be responsible for all equipment and supplies for the event. • Ensure that all proper maintenance checks are performed according to the manufacturer’s guidelines on ARC AED and/or Emergency Oxygen Equipment • Ensure First Aid Team compliance with ARC First Aid Team Protocols • Oversee proper completion of all patient care documentation Team Member Log Sheets • Be responsible for the safety of First Aid Station Personnel and victims of injury or sudden illness. • Request transportation from the local EMS system. • Act as the onsite liaison with the sponsoring organization. • Follow the first aid station guidelines.
back to top Coordinator/Co-Coordinator
Coordinator/Co-Coordinator is the highest on-site volunteer authority for an ARC First Aid Team. Any reference to Coordinator in this document applies also to Co-Coordinator. Coordinators may be assigned to a specific Venue or to a one time community event. There can be no more than two (2) Coordinators per Venue. Likewise, there can be no more than 2 Coordinators per specific community events.
The Coordinator will be in charge of the overall management of Team Members at an event. The Coordinator must work closely and cooperatively with the ARC Response Specialist and other ARC Staff.
In the event a Coordinator cannot be at an event, they will ask another Coordinator to fill in for them or assign a qualified Team or Station Leader to work in their capacity. It is the responsibility of the Coordinator to find a qualified First Aid Team Member to fill in during their absence. Coordinators must notify the ARC Response Specialist that they are not able to attend an event and indicate who will be acting as Coordinator in their absence.
If an unusual medical event occurs, the Coordinator is responsible for immediately contacting the ARC on call staff by calling the 24/7 pager – 402/473-1364. Coordinators will be provided a current First Aid Team Member roster. The roster is confidential and should to be used to conduct First Aid Team Business. Coordinators are not to give Team Member’s phone numbers or email addresses to anyone other than another Coordinator. Abuse of the information will result in the removal from the Coordinator position.
Coordinator Responsibilities • Meet all requirements of a Team Member and Team Leader. • Be a positive, professional representative of the American Red Cross when interacting with the public. • Communicate frequently with ARC Response Specialist. • Follow guidelines, policies and procedures specific to the Venue and/or Event for which they are responsible for managing. • Understand that ARC Staff negotiate all contracts, conditions and all details with customers requesting First Aid Team services. Coordinators will not negotiate with vendors, customers or outside individuals about details, or any aspect of an event without first communicating with the Response Specialist. Coordinators will relay to the ARC Response Specialist all information from an on-site customer about special request or additional events. The ARC Response Specialist will provide Coordinators event documentation with all details of an event. • Act as the onsite liaison with the sponsoring organization. • Supervise the conduct of all Team Members. • Manage radio communications during Events. • Request transportation from the local EMS system. • Oversee proper completion of all patient documentation and Team Member Log Sheets. • Inform the ARC Response Specialist within 24 hours of any unusual incidents that take place during an Event • Be responsible for the safety of Team Members and victims of injury or sudden illness. • Have good organizational skills. • Be Punctual. • Be a good listener. • Have the ability to appropriately address a large group of people and give clear, concise, directions. • Follow the First Aid Station Guidelines. • Be familiar with all ARC Cornhusker Chapter First Aid venues in case of substituting at another venue. • Coordinate the pickup, delivery and return of equipment and supplies for Venues/Events. • Deliver to ARC Response Specialist (by hand or by email) all patient care documentation and sign in sheets no later than the next working day following an event. • Other duties – As defined by ARC Response Specialist.

Patient Care
Protocols The ARC Cornhusker Chapter First Aid Team is governed by the Cornhusker Chapter, National Red Cross Standards and by the State of Nebraska. Team Members are required to adhere to the current Medical Protocols adopted and approved by the National Red Cross, the Cornhusker Chapter, the State of Nebraska, and the First Aid Team Medical Director.
Copies of current Medical Protocols are included as part of all ARC First Aid Stations supplies & equipment. In addition, Team members can review the Protocols online at http://www.cornhuskerredcross.org/First_Aid_Team_Members.php

Documenting Patient Care
First Aid Team Members are required to document all medical care provided, however minimal that care may seem. Patient Care Forms are available at all of First Aid Team Events. The form must be complete and can only be signed by ARC Team Licensed Providers. ARC Licensed Providers are those who have the words “Licensed Provider” printed below their name on their ID Badge.
If you are a Licensed Provider and do not have that designation on your ID Badge, please contact the ARC Response Specialist to review your credentials and update your ID Badge. If your License status changes, please contact the ARC Response Specialist to review your credentials and update your ID Badge.
Failure to document patient care places our license at risk and is cause for removal from the First Aid Team.

Communications with Team Members
Email The American Red Cross staff will communicate with Team Members primarily through email. We make every effort to consolidate information to minimize the number of emails sent, however, with a First Aid Team of more than 200 individuals and several hundred First Aid Events per year, as a team member you can expect to receive multiple e-mails per month.
The ARC Response Specialist is responsible for maintaining current email addresses of Team members. Notify the ARC Response Specialist if your contact information changes. If you don’t have an email address, it is your responsibility to keep up to date on First Aid Team Member information. Team Emails will be kept in a notebook in the First Aid Room at the Chapter Office. Website The ARC Response Specialist is responsible for maintaining the online First Aid Team Event Calendar, current Medical Protocols, and other relevant information about the First Aid Team.

Safety and Security PoliciesARC Youth Policies First Aid Team Members are responsible for knowing and adhering to the following guidelines.
Transportation Youth First Aid Team Members may not ride or car pool with any other Red Cross Volunteer unless the Youth’s parent/guardian is present.
Designation of a “Supervisor” At each event during which Youth First Aid Team Member(s) will participate, the team leadership will designate an adult to supervise the youth member(s).
Two Adult Rule There will be at least two (2) adult First Aid Team Members working with each youth or group of youths. No one should be left alone, one-on-one with a youth member or group of youth members. There are two exceptions to this rule: 1. Youth and adult First Aid Team Members are working in a completely public place with other adults and are never left alone. 2. A Youth Member is working with a parent who is also a First Aid Team Member.
Suspicious Behavior Supervisors and all persons providing leadership for Youth First Aid Team Members are to be alert and report any suspicious behavior which might suggest inappropriate conduct or relationships between an adult and a youth. Such behavior should be dealt with immediately, either by commenting to the offending adult (in the case of a minor boundary violation deemed to be caused by ignorance) or reporting to the Supervisor, Event Coordinator or ARC staff. All such reports will be seriously considered, prompt warnings will be issued as appropriate and situations carefully monitored.
Reporting Allegations and Incidents Anyone who has knowledge or suspicion that inappropriate conduct has occurred should report it immediately to the Event Supervisor or ARC Staff. All such reports shall be managed as directed in both the Volunteer Handbook and the Employee Handbook of the Cornhusker Chapter.
Inappropriate Conduct is defined as: Physical Abuse - any unwanted touch, any physical contact intended to coerce or do harm, any hitting or touching in anger. Emotional/Verbal Abuse - insults, name calling, belittling remarks, unfavorable comparisons with other youth, shaming, deliberately causing fear, or using speech to hurt. Sexual Abuse - any sexual contact with youth in a leader’s charge includes: Fondling of private parts Oral, genital or anal penetration Sexual intercourse Forcible rape
Suggestive sexual comments Showing pornography (sexually explicit materials) Exposing sex organs Allowing children to witness sexual activity

Code of Conduct for All ARC First Aid Team Members
As a member of the ARC Cornhusker First Aid Team you are a visible representative of the American Red Cross. The following is a basic code of conduct for all First Aid Team Members. • Present yourself as a positive representative of the American Red Cross. • Wear the approved uniform and display an ARC photo I.D. when representing the American Red Cross. • Identify or respond to victims of injury or illness and provide immediate and temporary care within your level of current certification and never exceeding the level of Emergency Medical Responder. • Sign in and out at each event worked. If you forget to sign in or out you must notify the ARC Response Specialist within 24 hours of the event or you will not be given credit for the hours worked. • Follow the direction of EMS and law enforcement personnel. • Follow all directions given by ARC Chapter Staff. • Follow all directions given by the Venue/Event Coordinator. • Follow patient medical care protocols. • Document on appropriate forms any and all care or services provided to a victim of injury or illness. • Follow Universal Precautions at all times. • Not use or be under the influence of tobacco products, alcoholic beverage, or illegal drugs while in uniform and/or volunteering at any ARC event. • Stand and remove hat during the national anthem. • Be respective and courteous of everyone you encounter. • If providing transportation for an event you must hold a valid driver’s license in good standing and have proof of current automobile insurance in your volunteer file. • Communicate with Venue/Event Coordinators and/or ARC Staff if you have concerns, comments, and suggestions or are witness to inappropriate actions or behaviors. • Report injuries of yourself or other ARC Team Members to the Venue/Event Coordinator and/or ARC Staff immediately, using either the Response Specialist contact information OR the on call 24/7 pager 402-473-1364.

Workplace Safety and Security
Volunteers are discouraged from bringing large amounts of cash or other personal valuables to work unless absolutely necessary. The Cornhusker Chapter is not responsible for volunteers’ personal items that are lost or stolen.
Some of the best safety improvement ideas come from volunteers. You are encouraged to speak with ARC Response Specialist about any ideas, concerns or suggestions for improved safety and security.
Volunteers should feel free to report, without fear of retaliation, any condition which they believe poses a safety, health or security. The Cornhusker Chapter will investigate such reports promptly and thoroughly and take appropriate corrective action.
Any comments or jokes regarding threats of violence will be taken seriously, and dealt with appropriately and promptly.
Each volunteer is expected to follow safety rules and to exercise caution in all volunteer activities. Volunteers must immediately report any unsafe condition to a venue or event Coordinator, or the ARC Response Specialist.
Volunteers who violate safety standards, who cause hazardous or dangerous situations, or who fail to report where appropriate, remedy such situations, may be subject to disciplinary action, up to and including separation.
Injuries while volunteering Volunteers are expected to follow appropriate safety guidelines while volunteering. However, even under the best circumstances, an accident may occur.
If a volunteer is injured, even slightly, the volunteer is expected to immediately stop the activity that caused the injury and seek first aid or medical attention if necessary. The volunteer must inform his or her supervisor about the incident. If the volunteer is unable to reach the supervisor, then the volunteer should contact ARC Staff by using the 24/7 on call staff pager 473-1364. The volunteer should not resume the activity until treatment has been provided and/or he or she has been given the approval from a supervisor to continue the activity. Volunteers who become unable to work because of a volunteer related illness or injury must inform their supervisor immediately.

Use of American Red Cross Vehicles
From time to time, First Aid Team Members may be asked to use American Red Cross vehicles as part of their responsibilities. Volunteers who drive American Red Cross vehicles as part of their responsibilities are required to do so in a friendly, courteous and safe manner. In addition, use of American Red Cross vehicles is restricted to official Red Cross business.
It is the policy of the Cornhusker Chapter to make sure its drivers are qualified and legally authorized to safely operate motor vehicles used in the course of company business. Only those volunteers who meet the qualifications of the Cornhusker Chapter’s vehicle policy are allowed to operate the Chapter’s vehicles or operate a personal vehicle on behalf of the Chapter, as in providing carpool services to First Aid Team Events. Volunteers who operate the Chapter’s vehicles or operate a personal vehicle on behalf of the Chapter must have in their American Red Cross Cornhusker Chapter file a copy of valid proof of insurance.
Drivers are responsible for the safe operation of our vehicles. At no time are they permitted to subject a Cornhusker Chapter vehicle to abuse through careless or reckless operation. Drivers are required to notify the Cornhusker Chapter of license suspensions or revocations. Drivers are to report accidents or damage to our vehicles no matter how insignificant they appear within 24 hours. Drivers who fail to comply with these rules may face disciplinary action up to and including separation.
Seat belts must be used at all times, by both the driver and all occupants of the vehicles. Failure to properly use seat belts will also be cause for disciplinary action.
No volunteer, while operating a Cornhusker Chapter vehicle, or while driving his or her personal vehicle on behalf of the Chapter, may use a hand-held cellular telephone. Smoking is prohibited in Red Cross vehicles.
No driver may operate a motor vehicle while the driver’s ability or alertness is so impaired, through fatigue, illness, taking medication or any other cause, as to make it unsafe for the driver to operate the vehicle. Volunteers who drive Red Cross vehicles while under such conditions, which could impair their driving ability, face disciplinary action up to and including separation.
Drivers can be disqualified from driving vehicles for a number of reasons, including involvement in an accident, or a demonstration of disregard for the safety of the public, as evidence by excessive speeding, reckless driving, driving under the influence, driving while his/her license is suspended or revoked, other evidence of reckless driving, failure to report an accident and/or breaking any motor vehicle laws.
Parking and traffic fines incurred while utilizing vehicles are the responsibility of the driver and will not be paid by the Cornhusker Chapter.

Emergencies
In the event of an emergency, the event Coordinator will instruct First Aid Team Members as to how and where to seek shelter and/or other evacuation procedures. If possible, the on call staff should be contacted immediately by using the 24/7 pager 473-1364. Should the tornado sirens sound while you are in the Cornhusker Chapter, you are to report to the “Mike Seacrest” training room immediately. Maps framed in red are located in every room to direct volunteers, visitors and staff to the training room. These maps are in place to also direct people to the nearest exit if people should be asked to leave the building because of fire or any other disaster.
